2015 Proposal & Funding Process

STATUS: The LCCMR selected 65 projects to recommend to the 2015 Minnesota Legislature to collectively receive $46.3 million in funding from the Environment and Natural Resources Trust Fund. The recommendations came from the LCCMR's 2015 Request for Proposal (RFP) process, in which 152 proposals requesting a total of approximately $126.3 million were received and considered through a competitive, multi-stage evaluation. The Legislature adopted 63 of these project recommendations and replaced two of them with two new project appropriations. All 65 appropriations were signed into law by the Governor on 05/22/15 as M.L. 2015, Chapter 76.

M.L. 2015 Project Appropriations

Funding appropriations for 65 projects were adopted by the Minnesota Legislature and signed into law by the Governor:

2015 Project Recommendations

65 projects have been selected for funding recommendations to the 2015 Legislature.

2015 Proposals Received and Selected to Present

PROPOSALS RECEIVED AND SELECTED TO PRESENT CAN BE VIEWED HERE.

152 proposals requesting a total of approximately $126.3 million were received by the LCCMR. Approximately $44 million from the Environment and Natural Resources Trust Fund is expected to be available for funding recommendations to the 2015 Legislature for projects to begin July 1, 2015.

On June 4, 2014, the LCCMR selected 76 proposals requesting a total of approximately $74.9 million to invite in to present before the Commission and receive further consideration on June 17, 18, 19, 25, and 26.

Deadline to Submit: PROPOSAL SUBMISSION IS CLOSED.

Thank you for your interest in the LCCMR's 2015 Request for Proposal. The deadline for submission was 4:30 PM on 04/28/14 and has now passed. Proposals are no longer being accepted.

2015 Process Timeline

The expected proposal and funding process timeline for the 2015 RFP is detailed below. Specific dates will be announced as they become available.

DATE RANGE ACTIVITY or EVENT
October 23 & December 10, 2013 - Funding priorities were determined and 2015 RFP was adopted.
December 16, 2013 - 2015 RFP issued.
March 21, 2014 - Last day to submit draft proposals for LCCMR staff review.
March 28, 2014 - Submission deadline for proposals responding to 2015 RFP.
Mid-May, 2014 - All submitted proposals distributed to LCCMR members for review, evaluation, and ranking.
June 4, 2014 - A subset of high-ranking proposals selected for further consideration and invited to give presentations before the LCCMR.
June 17, 18, 19, 24, & 25, 2014 - Selected proposals present before the LCCMR.
July 10, 2014 - Subset of proposals selected to recommend to the legislature for funding based on consistency with funding priorities and total dollars available.
August - November 2014 - Projects recommended for funding begin submitting work plans for LCCMR staff review.
- Research projects recommended for funding undergo peer review.
November 19 & December 9, 2014 - Funding recommendations are adopted by the LCCMR in legislative bill format, as they will be presented to the legislature.
January-May, 2015 - LCCMR recommendations presented to the legislature for consideration via introduction as an appropriations bill.
- Bill is considered and acted upon by the Minnesota House and Senate.
- Upon passage, the bill goes before the governor to be signed into law.
June, 2015 - LCCMR approves work plans for projects funded.
July 1, 2015 - Money from the Environment and Natural Resources Trust Fund becomes available for expenditure and projects can begin.
