2010 PROPOSAL & FUNDING PROCESS

STATUS: On October 14, 2009 the LCCMR made allocation recommendations for 48 projects to be funded from the Environment and Natural Resources Trust Fund beginning July 1, 2010. Those recommendations have been introduced as bills to the Minnesota House of Representatives as House File 2624 and to the Minnesota Senate as Senate File 2462.

2010 Project Recommendations

Funding recommendations for 48 projects have been adopted. Recommendations will next go before the 2010 Minnesota Legislature for consideration.

2010 Proposals Received

240 proposals requesting a total of approximately $163.8 million were received. Approximately $26 million is available for 2010 funding from the Environment and Natural Resources Trust Fund - thus requests exceeded dollars available by a ratio of more than 6:1. After full consideration of all proposals received, on 10/14/09 the LCCMR made funding recommendations for 48 projects. Proposals received by the May 1, 2009 deadline can be viewed here.


2010 Process Timeline

The proposal and funding process timeline for the 2010 RFP is detailed below. Specific dates will be announced as they become available.

DATE RANGE ACTIVITY or EVENT
January 16, 2009 - Funding priorities were determined and 2010 RFP was adopted.
- RFP adopted and issued.
February 11, 2009 - 2010 RFP issued.
May 1, 2009 - Submission deadline for proposals responding to 2010 RFP
June 2009 - All submitted proposals distributed to LCCMR members for review, evaluation, and ranking.
July 14 & 28, 2009 - A selection of high ranking proposals proposals were chosen for further consideration and invited in to present before the Commission. 85 of the 238 proposals received were selected.
September 21, 22, 23, 29, 30, and October 1, 2009 - Selected proposals present before the LCCMR.
October 13-14, 2009 - Subset of proposals is selected to recommend to the legislature for funding based on consistency with funding priorities and total dollars available.
November 17-18, 2009 - Funding recommendations are adopted by the LCCMR in legislative bill format, as they will be presented to the legislature.
November-December, 2009 - Projects recommended for funding begin submitting work programs for LCCMR staff review.
- Research projects recommended for funding undergo peer review.
February-May, 2010 - LCCMR recommendations presented to the legislature for consideration via introduction as an appropriations bill.
- Bill is considered and acted upon by the Minnesota House and Senate.
- Upon passage, the bill goes before the governor to be signed into law.
June 3, 2010

- LCCMR approves work programs for projects funded.
July 1, 2010 - Money from the Environment and Natural Resources Trust Fund becomes available for expenditure and projects can begin.
