2003 WEB CITIZEN SURVEY

The LCMR used its web site to solicit citizen input and advice on priorities for how the Environment and Natural Resources Trust Fund could be used to protect and enhance Minnesota's natural resources. The LCMR and Citizen's Advisory Committee will use this advice during their Fall 2003 Strategic Planning Sessions to develop future spending priorities for the Trust Fund.

Citizens were invited to post their priorities and comments on the LCMR web site from August through September 2003. A total of 488 people responded to the question: What issue do you think needs the most attention? In addition, most people wrote detailed comments describing issues that were of concern to them.

A summary of citizen input is presented below.

  • First, responses selected as "top priority" among the issues are presented. Alternative energy and water resources, both with 22 percent, were selected most frequently as the issue areas needing the most attention. 
  • Second, issues identified in written comments for the top priority are listed along with the comment number. For instance, under alternative energy, the most prevalent comments related to wind energy. Sometimes one comment included multiple issues and in those cases the comment number is listed under more than one issue. 
  • Third, responses selected as second priority are presented.  Comments on second priorities were not summarized.
  • Fourth, the affiliation of people responding is summarized. The majority (57 percent) of the people responding identified themselves as "citizens", followed by representatives from non-profit organizations (15 percent) and local units of government (14 percent).

Summary of Responses

Beginning July 1, 2005 there will be approximately $30 million dollars for the LCMR to recommend for enhancement of Minnesota's unique natural resources.
